Xavier Beltran
Xavier Beltran - Washington DC Legal and Policy Professional
A former William J. Fulbright Scholar, Xavier Beltran holds a bachelor of arts in history from New York University and a master of arts in international affairs from the George Washington University in Washington, DC. He also holds a juris doctor from Boston College Law School, where he wrote for the Boston College Environmental Law Review. Xavier Beltran began his legal career on the sub-committee on property management with the District of Columbia Council, followed by several years as assistant committee counsel to the DC Council Committee on Consumer and Regulatory Affairs.
Mr. Beltran’s past positions include legislative counsel to the DC Council Committee of the Whole, director of legal affairs and policy for the Office of the Deputy Mayor for Planning and Economic Development, and associate general counsel at the DC Housing Finance Agency.
Since 2020, Xavier Beltran has served as general counsel for the District of Columbia Department of General Services in Washington, DC. A member of the DC Government's Autonomous Vehicle Working Group, he engages in peer-to-peer learning about the potential of autonomous vehicles. Specifically, the group explores issues such as safety, equity, and accessibility.
